Terms of Service

Version V1.0 Effective 9 September 2026

These Terms of Service (“Terms”) govern access to and use of VePulse.

VePulse is a digital news, social, communication, discovery, and AI-assisted platform operated by VeWeb Platforms Inc., a corporation incorporated in British Columbia, Canada.

Creating an account, accessing VePulse, or using Services governed by these Terms constitutes agreement to these Terms and the VePulse Privacy Policy.

If these Terms are not accepted, Services requiring acceptance should not be accessed or used.

VePulse may provide features including:

  • Newsroom;
  • Dispatchers;
  • Dispatches;
  • Thoughts;
  • Happenings;
  • Memories;
  • Polls;
  • Events;
  • ReDispatches;
  • Pulses;
  • DispatchChat;
  • profiles;
  • follower relationships;
  • messaging;
  • groups;
  • calls or communication features;
  • search;
  • trends;
  • local discovery;
  • recommendations;
  • notifications;
  • Metrexy-powered AI features;
  • paid features;
  • subscriptions;
  • advertising;
  • sponsored content; and
  • other current or future functionality.

Features may vary based on:

  • account;
  • location;
  • age;
  • device;
  • subscription;
  • eligibility;
  • testing status; or
  • product availability.

A user must be at least 13 years old to use VePulse.

A higher age requirement may apply where required by applicable law.

Where a user lacks legal capacity to agree to these Terms independently, any authorization or consent required by applicable law must be provided by a parent or legal guardian.

VePulse may not be used where:

  • applicable law prohibits use;
  • a user has been permanently prohibited from returning;
  • an account is being created to evade enforcement; or
  • use would violate applicable sanctions, export controls, or other legal restrictions.

Users are responsible for activity conducted through their accounts and for protecting account credentials and devices.

Accounts may not be used to:

  • impersonate another person or organization;
  • materially misrepresent identity;
  • obtain unauthorized access;
  • facilitate unlawful activity; or
  • evade VePulse restrictions.

Suspected account compromise should be reported promptly.

Usernames are provided as part of the VePulse service and do not create ownership, property, trademark, or other permanent rights in a particular username.

Availability of a username at one point in time does not guarantee that the username will remain available or assigned to the same account indefinitely.

VePulse may designate certain usernames as reserved, restricted, unavailable, protected, or subject to additional review.

Reserved or restricted usernames may include names associated with:

  • VePulse, VeWeb Platforms Inc., Metrexy, or related products and services;
  • platform operations, administration, support, safety, security, or official communications;
  • businesses, organizations, brands, trademarks, institutions, or products;
  • notable individuals, public figures, creators, or other identities where impersonation or confusion may reasonably arise;
  • governments, public agencies, emergency services, public institutions, or geographic entities;
  • words or identifiers that could misleadingly imply verification, authority, affiliation, endorsement, or official status;
  • abusive, deceptive, harmful, prohibited, or security-sensitive terms;
  • usernames held for future platform functionality, partnerships, products, programs, or operational purposes; and
  • other names VePulse reasonably determines should not be made generally available.

The existence of a reserved username does not mean that VePulse claims ownership of the corresponding name, trademark, identity, or other third-party right.

A username may be unavailable even where no visible VePulse account currently uses it.

VePulse may also reclaim, rename, restrict, suspend, transfer, or reassign a username where reasonably appropriate, including where the username:

  • infringes or may infringe another person's rights;
  • impersonates another person or organization;
  • creates a material likelihood of confusion;
  • misrepresents an account as official or affiliated with another entity;
  • is associated with fraud, abuse, spam, or platform manipulation;
  • violates applicable law or VePulse rules;
  • has remained inactive for an extended period;
  • conflicts with a verified or authenticated identity;
  • creates trademark, safety, security, or public-interest concerns;
  • is required for VePulse, Metrexy, VeWeb Platforms Inc., or another platform function; or
  • otherwise presents a reasonable platform-integrity or operational concern.

VePulse may reserve or restrict usernames before they have ever been registered by another user.

Where reasonably appropriate, notice may be provided before a username is reclaimed or changed. Immediate action may be taken where necessary for safety, security, impersonation prevention, legal compliance, platform integrity, or another significant operational reason.

Assignment, reservation, release, reclamation, or restriction of a username is determined by VePulse subject to applicable law. Holding a trademark, business name, personal name, or other identifier does not automatically guarantee assignment of the corresponding VePulse username.

Users generally retain ownership of intellectual-property rights held in content they create.

Uploading or Dispatching content does not by itself transfer ownership of that original content to VePulse.

Licence Granted to VePulse

By uploading, Dispatching, transmitting, posting, ReDispatching, or otherwise making content available through VePulse, the user grants VeWeb Platforms Inc. a non-exclusive, worldwide, royalty-free, transferable, and sublicensable licence to:

  • host;
  • store;
  • cache;
  • reproduce;
  • process;
  • technically adapt or format;
  • transmit;
  • distribute;
  • display;
  • make available; and
  • otherwise use the content

as reasonably necessary to:

  • operate VePulse;
  • display content according to applicable visibility settings;
  • distribute content through feeds;
  • enable ReDispatches and sharing;
  • provide search;
  • generate trends;
  • provide recommendations;
  • personalize Services;
  • deliver notifications;
  • moderate the platform;
  • maintain safety and security;
  • provide embedded AI functionality;
  • generate aggregate topic-level insights;
  • improve VePulse;
  • improve related VeWeb technology; and
  • promote VePulse using public content where reasonably appropriate.

The licence applies only to rights the user is legally able to grant.

Use of personal information remains subject to the Privacy Policy and applicable law.

Users are responsible for content created, uploaded, transmitted, Dispatching, or otherwise made available through their accounts.

A user must have the rights and permissions necessary to publish submitted content.

Content must not violate:

  • applicable law;
  • intellectual-property rights;
  • privacy rights;
  • publicity rights;
  • contractual obligations; or
  • other rights of third parties.

VePulse does not endorse every statement, opinion, report, allegation, photograph, video, claim, or other item posted by a user.

Views expressed by users belong to those users.

To the extent permitted by applicable law, VeWeb Platforms Inc. is not responsible merely because a user publishes content through VePulse.

Nothing in these Terms excludes liability or responsibility that cannot legally be excluded.

Content made public may be:

  • viewed by other users;
  • surfaced through feeds;
  • recommended;
  • included in trends;
  • indexed;
  • ReDispatched;
  • shared;
  • screenshotted;
  • quoted;
  • discussed;
  • analyzed for safety or recommendations;
  • processed by AI-assisted features; and
  • summarized as part of broader topic or community analysis.

Users should not publish information publicly that they do not want others to see or redistribute.

DispatchChat is a conversation layer associated with Dispatches, articles, topics, and other VePulse content.

DispatchChat may be processed by automated systems, machine learning, AI models, or human moderation where appropriate.

DispatchChat activity may be used to:

  • moderate discussions;
  • detect abuse;
  • identify spam;
  • understand topic-level conversation;
  • improve recommendations;
  • improve VePulse;
  • improve Metrexy and related AI systems where permitted;
  • generate aggregate community insights; and
  • support answers about broad conversation themes.

Where an AI feature summarizes a discussion, systems may be designed to describe aggregate themes rather than identify a particular individual as the source of a particular statement.

Public DispatchChat content remains subject to its applicable visibility and may be independently visible to other users.

Certain individual and group messaging features may use end-to-end encryption.

Where a messaging feature is identified as end-to-end encrypted, message content is designed to remain accessible to participants rather than readable by VePulse in the ordinary operation of the service.

Information necessary to operate encrypted communication may still be processed, including:

  • participant identifiers;
  • public cryptographic keys;
  • encrypted payloads;
  • group membership;
  • timestamps;
  • delivery information;
  • security information; and
  • other technical metadata.

If message content is reported or voluntarily submitted to VePulse, the submitted material may be reviewed.

DispatchChat should not be assumed to be end-to-end encrypted merely because certain private messaging features are.

VePulse may contain functionality powered by Metrexy or other AI systems.

Examples may include:

  • Ask Follow-up;
  • summaries;
  • explanations;
  • search assistance;
  • contextual responses;
  • recommendations;
  • topic analysis;
  • community conversation analysis; and
  • content assistance.

Use of Metrexy functionality embedded within ordinary VePulse experiences may be governed by the VePulse Privacy Policy.

Dedicated Metrexy experiences may require acceptance of separate Metrexy legal documents.

AI Accuracy

AI-generated content may be:

  • incorrect;
  • incomplete;
  • outdated;
  • misleading;
  • inappropriate; or
  • based on incomplete information.

Important information should be independently verified.

Unless explicitly stated otherwise, VePulse and Metrexy are not substitutes for professional:

  • medical advice;
  • legal advice;
  • financial advice;
  • emergency services;
  • government advice; or
  • other regulated professional services.

Newsroom may contain:

  • headlines;
  • summaries;
  • links;
  • publisher material;
  • third-party information;
  • media;
  • automated summaries; and
  • AI-assisted summaries.

Third-party publishers remain responsible for their original material.

VePulse does not guarantee that every Newsroom item is:

  • complete;
  • error-free;
  • current;
  • unbiased;
  • continuously available; or
  • suitable for every purpose.

Breaking news may change rapidly.

Original sources should be consulted where accuracy is important.

VePulse may allow users to report events, incidents, observations, or other information.

User-generated reporting is not automatically verified merely because it appears on VePulse.

Users must not knowingly:

  • fabricate factual reports;
  • manipulate evidence deceptively;
  • falsely impersonate news organizations;
  • deliberately spread harmful falsehoods in violation of applicable policies; or
  • misrepresent altered content as authentic where prohibited.

VePulse may:

  • request additional context;
  • apply labels;
  • reduce distribution;
  • restrict recommendation;
  • limit geographic distribution;
  • add contextual information;
  • remove content; or
  • apply other moderation measures.

VePulse may not be used to:

  • violate applicable law;
  • threaten or seriously harass others;
  • stalk users;
  • exploit or endanger children;
  • facilitate terrorism or violent extremism;
  • distribute unlawful sexual exploitation material;
  • perpetrate fraud;
  • run scams;
  • commit identity theft;
  • distribute malware;
  • gain unauthorized system access;
  • impersonate others deceptively;
  • infringe intellectual-property rights;
  • violate privacy or publicity rights;
  • manipulate VePulse through coordinated inauthentic activity;
  • artificially inflate engagement;
  • spam;
  • create deceptive automated accounts;
  • scrape VePulse without authorization;
  • evade technical controls;
  • interfere with platform security;
  • attack other systems;
  • misuse reporting or moderation tools; or
  • materially interfere with the safe operation of VePulse.

Additional Community Guidelines or platform rules may supplement these Terms.

VePulse is not required to publish, host, recommend, distribute, or continue carrying every item of user content.

Where reasonably appropriate, VePulse may:

  • remove content;
  • limit content;
  • restrict distribution;
  • reduce recommendation;
  • limit visibility in specific regions;
  • limit visibility worldwide;
  • add warnings;
  • label content;
  • classify content as sensitive;
  • disable interaction features;
  • restrict accounts;
  • restrict Groups;
  • remove verification;
  • disable functionality;
  • suspend accounts;
  • terminate accounts;
  • preserve evidence; or
  • apply other platform-enforcement measures.

Moderation may involve:

  • automated rules;
  • machine learning;
  • AI;
  • reports;
  • human review;
  • external signals; or
  • combinations of these methods.

Where appropriate, VePulse may provide information explaining an enforcement action.

A detailed explanation may be withheld where disclosure could reasonably:

  • compromise security;
  • reveal abuse-detection methods;
  • facilitate evasion;
  • expose another person’s personal information;
  • interfere with an investigation;
  • endanger another person;
  • compromise law-enforcement activity;
  • reveal confidential information;
  • violate legal obligations; or
  • undermine the integrity of VePulse.

VePulse does not guarantee a detailed explanation for every moderation or enforcement action.

Any notice, explanation, appeal, or disclosure required by applicable law will continue to apply.

VePulse may cooperate with:

  • courts;
  • law-enforcement agencies;
  • regulators;
  • emergency services; and
  • other governmental authorities

where required or permitted by applicable law.

Information may be preserved or disclosed in response to valid legal process.

Reasonable steps may also be taken where necessary to:

  • address an emergency;
  • prevent serious injury;
  • prevent loss of life;
  • investigate significant criminal activity;
  • respond to serious fraud;
  • protect users;
  • protect VePulse; or
  • preserve evidence.

VePulse may provide controls including:

  • blocking;
  • muting;
  • muted words;
  • profile privacy;
  • message privacy;
  • group invitation settings;
  • content controls;
  • sensitive-content controls; and
  • reporting.

These features may reduce unwanted interactions but cannot guarantee that unwanted content or activity will never occur.

VePulse may issue:

  • verification badges;
  • Rare badges;
  • identity indicators;
  • authenticity indicators; or
  • other account designations.

A badge does not mean VePulse endorses every statement or piece of content posted by that account.

VePulse may:

  • approve;
  • deny;
  • suspend;
  • modify; or
  • remove

verification or related status where reasonably appropriate.

VePulse may allow Groups to be created or administered by users.

Group administrators may have additional controls and responsibilities.

Administrators are responsible for complying with applicable law and VePulse rules when managing Groups.

VePulse may:

  • set group-size limits;
  • change group limits;
  • restrict discoverability;
  • restrict features;
  • remove Groups;
  • suspend administrators;
  • introduce paid group functionality; or
  • apply safety controls.

Public Groups may operate differently from private, restricted, link-only, or PIN-protected Groups.

Except for user-owned content and third-party material, VePulse and related:

  • software;
  • source code;
  • interfaces;
  • trademarks;
  • logos;
  • graphics;
  • systems;
  • algorithms;
  • designs; and
  • technology

are owned by VeWeb Platforms Inc. or its licensors.

These Terms do not transfer ownership of VeWeb intellectual property to users.

VePulse branding may not be used in a manner that falsely suggests:

  • endorsement;
  • sponsorship;
  • partnership;
  • affiliation; or
  • authorization.

VePulse may provide procedures for reporting alleged infringement of:

  • copyright;
  • trademarks;
  • privacy rights;
  • publicity rights; or
  • other intellectual-property rights.

Content may be removed or restricted while a complaint is reviewed.

Accounts associated with repeated infringement may be subject to enforcement.

Relevant portions of a complaint may be shared with the affected user where appropriate.

VePulse may introduce:

  • advertising;
  • sponsored posts;
  • promoted Dispatches;
  • promoted recommendations;
  • branded experiences;
  • affiliate relationships;
  • commercial placements; or
  • other monetized content.

Advertising may use contextual or personalized signals as described in the Privacy Policy and subject to applicable law and user choices.

Sponsored or paid content will be identified where required.

The presence of an advertisement does not necessarily constitute endorsement by VePulse.

VePulse may offer paid functionality including:

  • subscriptions;
  • memberships;
  • premium features;
  • creator tools;
  • AI features;
  • group upgrades;
  • add-ons;
  • virtual items; and
  • other paid services.

Plan names, prices, feature sets, eligibility criteria, and usage limits may change.

Additional purchase terms may apply at the time of purchase.

Recurring Subscriptions

Where a subscription renews automatically, applicable billing and renewal terms will be presented during purchase.

Subscriptions purchased through Apple, Google, or another marketplace may also be governed by that marketplace’s billing and cancellation rules.

Mandatory consumer refund or cancellation rights remain unaffected.

VePulse may introduce:

  • coins;
  • credits;
  • virtual balances;
  • digital items; or
  • similar platform-based functionality.

Unless expressly stated otherwise, such items:

  • are not bank deposits;
  • are not legal tender;
  • may be subject to usage restrictions;
  • may not be transferable outside permitted VePulse features; and
  • may not have a cash redemption value.

Additional terms may apply before these systems are launched.

VePulse may integrate with or link to third-party:

  • websites;
  • news publishers;
  • data providers;
  • APIs;
  • payment systems;
  • cloud infrastructure;
  • authentication providers;
  • applications; and
  • other services.

Third-party services may have independent terms and privacy practices.

VePulse is not responsible for every third-party service merely because it is linked or integrated.

VePulse is an evolving technology platform.

Features may be:

No particular feature is guaranteed to remain available indefinitely.

Notice will be provided where required by applicable law.

  • experimental;
  • test;
  • early access; or
  • similar

may:

  • contain errors;
  • change rapidly;
  • become unavailable;
  • produce unexpected results; or
  • be discontinued.

Use of experimental features is at the user’s discretion.

VePulse may restrict, suspend, or terminate an account or feature where reasonably necessary because of:

  • violation of these Terms;
  • violation of platform rules;
  • unlawful activity;
  • serious abuse;
  • fraud;
  • safety risks;
  • security risks;
  • evasion of enforcement;
  • repeated intellectual-property infringement;

  • other serious circumstances affecting platform integrity or operation.

Action may be temporary or permanent.

Immediate action may be taken where delay could create risk.

Users may request account deactivation or deletion through available account controls.

Deletion may be subject to:

  • security verification;
  • a reactivation period;
  • legal retention obligations;
  • fraud prevention;

  • legal requirements; or
  • events outside reasonable control.

Continuous or error-free availability is not guaranteed.

To the maximum extent permitted by applicable law, VePulse is provided on an “as is” and “as available” basis.

VePulse does not guarantee that:

  • every service will always be available;

  • every user is who they claim to be;
  • every recommendation is relevant;
  • every moderation decision is error-free;
  • every AI response is correct;
  • every Newsroom report remains current; or
  • the platform will satisfy every individual requirement.

Nothing in these Terms excludes warranties, guarantees, or consumer protections that cannot legally be excluded.

To the maximum extent permitted by applicable law, VeWeb Platforms Inc. and its directors, officers, employees, affiliates, contractors, and service providers will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages arising from or relating to VePulse.

This may include loss of:

  • profits;
  • business opportunity;
  • data;
  • goodwill; or
  • other intangible value

where such limitation is legally permitted.

Nothing in these Terms limits liability where limitation is prohibited by law.

To the extent permitted by applicable law, a user may be responsible for losses, liabilities, claims, or reasonable costs arising from:

  • unlawful use of VePulse;
  • material breach of these Terms; or
  • content unlawfully violating another person’s rights.

This section does not apply where prohibited by applicable consumer law.

These Terms are governed by the laws of the Province of British Columbia and the federal laws of Canada applicable in British Columbia, without regard to conflict-of-law principles.

Subject to mandatory rights available under the law where a user resides, disputes relating to these Terms or VePulse may be brought before courts of competent jurisdiction in British Columbia, Canada.

Nothing in these Terms removes consumer rights that cannot legally be waived.

These Terms may be updated as:

  • another reasonable method.

Some changes may be informational.

Where renewed acceptance is required, VePulse may request acceptance of the updated Terms.

Before the effective date, a legal-update notice may allow dismissal and provide a reminder option.

Once updated Terms requiring acceptance become effective, continued access to affected Services may require acceptance of the current version.

If any provision of these Terms is determined to be unlawful or unenforceable, the remaining provisions will continue in effect to the extent permitted by law.

Failure to immediately enforce a provision of these Terms does not permanently waive the right to enforce that provision.

Users may not transfer rights or obligations under these Terms without authorization where such restriction is legally permitted.

VeWeb Platforms Inc. may assign these Terms in connection with:

  • a merger;
  • acquisition;
  • restructuring;
